Ticketing - PCN (Penalty Charge Notice) issue

As an alternative to Wheel-Clamping, ticketing is a very useful measure that is less confrontational and contentious than clamping, Whilst still offering a firm deterrent to unauthorised parking.

Standard NPM ticketing information signs are designed to give a very clear warning of the parking restrictions in place. Measuring 53cm x 80 cm the signs are more than suitable for large car parks. Smaller versions of the sign are available for areas of a lesser size. Designed in clear bold colours, with strong legible text, we consider our signs to be excellent value for money. The signs represent a contractual statement, such that any vehicle parking on the property is effectively agreeing to the terms & conditions set out within the signage displayed. Vehicles therefore parked in contravention of these conditions will accordingly, be issued with a PCN (Penalty Charge Notice).

For the issuing of tickets, there are two options.

A. NPM issue the tickets and collect all the revenue.
B. You issue the tickets yourselves, and receive £10 back from each paid ticket.

We believe that if you are issuing the ticket, you should receive a compensatory fee for your time taken to monitor the parking and issue the tickets. This is paid to you with a covering statement on a quarterly basis. Our customers find this system to be very effective when managing the enforcement themselves. Whether the tickets are issued by NPM or yourselves, you the client have the right to cancel the penalty within 28 days of issue.

Once a ticket is issued, it is the responsibility of the driver/keeper to forward payment within the time specified. If payment is not received, we will retrieve the vehicle keeper details from the DVLA, as we are entitled to do, and forward a payment reminder to the registered keeper. Should payment not be made, our legal department will commence recovery of the debt. Should payment still not be forthcoming, then the contractual agreement entered into when parking on the property is enforceable in the civil courts. This final step, as a last resort, will be taken, in order to recover the debt.

Signs are available either as a mail order DIY package, or for installation by NPM. If opting for the mail order package, you will receive instructions on how best to position the signs, along with a simple operating guide.

The issue of PCN's on private property is governed by a voluntary code of practice set out by the DVLA. NPM adhere to this code. For further information on this service please contact NPM on 0871 871 7002, or e-mail enquiries@nationalparkingmanagement.co.uk
